With support from the USDA Rural Placemaking Innovation Challenge, [bc] partnered with three rural areas in Texas: Denison, Port Lavaca, and Starr County to identify challenges and strategies for achieving each geography’s specific placemaking and broadband access needs. We invited residents and City staff from each community to participate in a series of workshops to better understand each place’s identity and character as well as residents’ needs.

During the workshops, we learned about resident priorities around building capacity for home repair, improving pedestrian infrastructure, creating a framework for future development, establishing formal neighborhoods, and how City staff and local partners can work together to build capacity for more resident engagement in City planning and policy work.

Using outcomes from the workshops, we created a roadmap for each place that will provide strategies and actionable recommendations for implementation.
